I don't think you can make them appear in all viewports, but you
should be able to tell Sawfish which viewport or workspace you want
zwgc windows to appear on. Go to Control Center / Sawfish / Matched
Windows. Create a matcher for zwgc windows, and adjust the settings
on the Placement tab.

You can either add a line to .startup.X, or click "Add..." in Control
Center / Startup Programs, near "Non-session-managed Startup
Programs".
Pay no attention to the "Browse Currently Running Programs" button
behind the green curtain!
