Well, I was thinking about a menu which might come up when you
right-click on the window title bar.  (As far as I know, the practice
of having a menu of operations come up when you right-click on a user
interface object originated with NEXTSTEP and has been copied by at
least Windows, possibly other GUIs.)

I'm not sure if we need a root window menu for the window manager.

It's an option, if we don't have any right-click menus.
