Actually, it was more spawned by me saying that the build system is
almost independent now, and it would be cool to, for instance, use it
for the gnu locker, or any other locker that is largely built from
source.
The idea would be to make everything in packs/build be locker neutral,
or at least only store the locker name in one place.
