It's the thing you get when you need to have an "Open this file
with..." dialog.  You choose which program you want to run the file
in.  It neatly allows the user to browse the Gnome Menus (which will
include our locker-based entries).

What we would probably like to do is be able to start this dialog box
(or something similar) from other places in Gnome-Athena, like gmenu
and session management.
