At Eazel we use a version of bugzilla that has been modified to
support time estimates and other useful stuff like that. Helix also
uses it for Evolution project management, though not as their external
bug tracker in general.

I think it works much better than debbugs when you are an entity that
must actually ship a product rather than an organization of volunteers
who may or may not ever fix important bugs, like Debian.
