Sorry for the delayed reply.  I'm still trying to catch up after being
out for an extended Thanksgiving.

If we are going to desupport most of these skip_foo, then I agree that
we should desupport $WINDOW_MANAGER and force people to start over
with thier customization.  This will make me sad, but it's been about
15 years since I changed windowmanagers, so I may be due.

For completeness, I'll also note that at least in the dash world
having both skip_dash and skip_xlogout implies skip_panel.
