Tentative printing plan for Athena 10

Here's what I would like us to do for printing:

  1. The primary printing mechanism--the one used by GUI apps--will be
     CUPS.  The local CUPS server will be configured to contact a
     browsing server which knows a list of MIT lpd print queues.  This
     will only work for printers which do not require Kerberos
     authentication.

  2. For the fall preview release, we'd like to use SIPB's
     cups.mit.edu as the browsing server.  I know that it is not
     currently in a state where SIPB is comfortable with us doing
     that, so that's open to negotiation.

  3. Before the go-live to the clusters, we expect we would migrate to
     an IS&T-maintained browsing server.

  4. For some unstated period of time, we will offer a secondary
     printing mechanism for the command line only, in the form of a
     renamed mit-lprng package containing renamed commands (mit-lpr,
     mit-lpq, etc.).  There is precedent for this in IS&T's standalone
     RHEL support.  This would be used primarily for Kerberized
     printing queues, but is also a backup in case the primary
     printing infrastructure doesn't work for some use case, for
     whatever reason.

I'm willing to do the mit-lprng package work since Evan isn't thrilled
about it.
