Ok - I just created debathena-upgrade-config and uploaded it to proposed.

People should test it on intrepid -> jaunty upgrades.

> We need to make sure we've got the documentation and user interface down for a graceful OS upgrade.
> Right now Athena 10 is based on Ubuntu 8.04 Hardy. The Ubuntu updater can be configured to take 8.10 Intrepid, but when it does, Athena 10 functionality will break (PAM needs a rewrite.)
> This is a general problem: How to inhibit OS updates until the Athena packages are ready when we use the native OS updater.
> Once we decide how to keep Athena and OS in sync, we need the interface to say, "Take me from 8.04 LTS to 8.10 with Athena 10." (We need that in general.)
