splitting volumes across tapes:
We've decided this is a bad idea; if we hit an EOM during a
volume dump we should restart it on the next tape
EOM while writing tape footer
just put it on the next tape
we need to think more about the footer not being on every tape
since it is used by scan tape to know whih entries are
invalid.
we can have the tape header say this is the nth tape of a dumpset
the (n-1)th tape is #
