The way zephyr is currently implemented, you have to know who you want
to look for to be able to look for them.  There is no way to zlocate
"everyone."  If you had a list of everyone's username you could,
theoretically, subscribe to login messages from everyone, or do a
zlocate on everyone.  The only other way would be to have the correct
bits on the server and see who is currently subscribed.

In other words, for a normal user, no, you cannot execute the
equivalent of an rwho using zephyr.  Whether this is a bug or a
feature depends on whom you speak to, but it is the way zephyr is.

If you do figure out a way to do this I'd be interested in hearing
about it.
