I don't like this suggestion because it puts the ability to track down
offenders solely in the hands of operations. If some twit is sitting in the
next room sending fake notices that are affecting me, I want to be able
to find out who it is _now_ and go over and talk to him in person. I don't
want to have to find an operations person to look through log files on the
servers.
