Niether zwgc exited, but the second one has exposure set to opstaff.
However, note that "zctl show exposure" returns "net-announced" for
one zwgc and "opstaff" for the other. If one of those exposure values
is inaccurate, then consider this a bug report. If they are both
accurate, then what, if not "exposure", controls exposure?
