Some comments on the installation rules for the 8/31/92 Zephyr snapshot.

The directories into which files get installed are divided up oddly.
For installation at sites which share system disks across machines (we
use NFS heavily for this), it would be useful to separate
machine-dependent binaries and machine-independent files into two
different directories.  The variables ETCATHDIR and USRETCDIR seem to
be trying to do that, but it is not consistent.

The current setup puts zephyr.vars, zhm, and zshutdown_notify into
ETCATHDIR.  USRETCDIR gets zephyrd and zpopnotify.  ACLDIR has XZwrite,
xzwrite.bitmap, default.subscriptions, zwgc.desc, and zwgc_resources.

I don't see the pattern.  I would like to see enough variables to make
possible this layout:

acl: .acl files only.
lib: zephyrd zhm zshutdown_notify zpopnotify
data: zephyr.vars zwgc.desc xzwrite.bitmap
app-defaults: XZwrite zwgc_resources
