I am trying to track down a problem with Zephyr (our two servers don't
seem to have the same information in their databases). Sometimes it
is useful to restart the servers. How can I announce this event to
all Zephyr users? Since Class 'operations' Instance 'message' is in
the default subscriptions file, it would seem that this is the way to
do it. But the "operations" class is restricted, so no one is really
subscribed to it. Why? What is the "operations" class intended for?
