Thanks for pointing this out. I also noticed the problem.
There is a group name called "Career". Anyone assigned to this group (the
thinking last year was that full time consultant staff would have this
access) can unlock records. If you see the "All Locks" button, it means
you have this access.
When using the "All Locks" button, you get a result set of all records that
are locked. Selecting a locked record brings the record into display on
the main screen. At that point you can hit the Clear button to clear the
lock on the record. Each locked record needs to be cleared one at a time.
Here is what I propose. Let's run a SQL statement once each night to
unlock all currently locked records.
