Below are notification and escalation rules from Lynne.  We need to review
these rules, reach consensus, resolve issues (e.g. how many days of no
activity should take place before a log is escalated) and decide on
priority for release (e.g. 1.0, 2.0, etc.).


Additional business rules for discussion are as follows:

-  Should we allow updates to a closed log, if so, who would see the changes
   since reports and searchs generally do not go against a log of closed
   status.

-  Should we allow a closed log to be reopended with the same log number, or
   should a closed log get a new log number if it needs to be reopended.
