We are not up to 60 concurrent users, but I can provide some feedback.

The hardware configuration will make or break your installation.
And hardware is how to get performance out of this s/w configuration.
RAM (lots of it), RAID, configuring what goes on what drive, application
servers, how your users are setup to access what servers, what modules
you will be implementing, how many users in what modules  ....

Can it handle 60 ... 
   Yes, with qualifications, if you plan and configure properly
        and depending on what you are implementing
   No, if you don't (plan and configure it properly).

I worked at a BIG oracle installation where we KILLed Oracle on a BIG
HP.
