I read you question, attached below is my comment.
After we installed SAP R/3 in Saudia Arabia for one of the Petroluem
companies, we decided to let the MIS handle all the security related
issues and also maintaining the Power user group and Team leaders, this
team would be used in the future for any SAP related process problem or
new releases, but one point that was made clear was all the users who go
bakc to there old job find the old job no longer interesting and hence
had to be comensated with salary adjustment and also better opporunity
for growth.
