Who plays King Solomon?

Across this list have come various questions about the configuration and
schema of the projects database system.  It is unclear to me who has the
final say in what should really be there.

There are pending questions about the list of kinds of status, and who
should be super users.

I have my own opinions on these matters and will share them in
subsequent notes.  But right now I need to know:

	How do we decide which of the various suggested opinions etc. gets
codified into the implementations and policies?

Ideally there should be one person responsible for setting the policies
based on the informed input from the list who is willing to go to bat
and explain rationales when stake holders with different opinions on
this matter come forth.

I volunteer to make such judgements and to implement what I think is
best subject to Bob Ferrara overriding me with a "Thou Shalt!" directive.

Can someone suggest a more reasonable approach?
