	There was an article last week in the New York Times
(11/20/94, Page 22) about a new police program in Kansas City and in
Indianapolis where the police try to concentrate on seizing illegal
guns. There were both good and bad parts to the programs. The good
part is that the article mentioned that a very small fraction of all
guns are actually used in crimes, and that seizing guns from criminals
is far more effective than gun control laws which only affect law
abiding citizens. The bad part is that the police in the program seem
to be using any possible minor violation, such as driving with one's
high beams on, to search the person/car for weapons.  To be totally
honest, it wasn't clear from the article if the police were going too
far or not, but I got the impression that they were pushing the
envelope.
