Private roads

I think that there is a name used to describe a group of people living in one place
who get together to provide common services like roads, water, sewer, Electrical service
garbage pickup, fire protection, security and schools.

Its called government.

Of the above, local roads, water and sewer can be provided practically only by a monopoly on
any local section (although free enterprise can compete to contract the services for any
period of time). Security and fire are also probably provided practically only by a
monopoly. And its not practical to allow people to opt out. Taxes for these things must
be manditory.
