Be realistic; the government gets around the constitution in cases far less
debatable than that. (;-)
I think in Iowa the tax stamp was created a few years ago. As of this last
summer, one purchase had been made, on the first day they were available, I
think (don't quote me here) by a stamp collector. No doubt the State of Iowa
could tell us.
