During recent years, many sophisticated conservatives have
joined unions and others in denouncing immigration. To help
clarify the issue which has provoked so much controversy, this
book pits an anti-immigration scholar (Vernon Briggs of Cornell
University) against a pro-immigration scholar (Steve Moore of the
Cato Institute).
In his presentation, Briggs claims today's immigrants are
largely unskilled, exactly what America doesn't need as the
economy moves away from unskilled blue collar jobs and expands
skilled services jobs. He says today's immigrants have less
schooling than previous generations and get on welfare more.
Because immigrants tend to settle disproportionately in cities,
he says they harm unskilled Americans, especially blacks, and he
insists no government policy should permit blacks to be harmed.
Briggs bemoans the boom in Latin American and Asian immigration
since the 1965 immigration law he considers Asians sneaky for
exploiting that law's technicalities to get into the country. He
derides immigrants who can't even speak English well.
Moore launches an aggressive counter-attack. He shows why
immigrants tend to be much more entrepreneurial than the U.S.
average, creating large numbers of jobs... how a substantial
portion of immigrants are much better-educated than the U.S.
average and make huge contributions to U.S. companies in
biotechnology, computers, electronics, pharmaceuticals, robotics
and semiconductors... how low-skilled immigrants salvaged the
garment and fruit & vegetable industries which otherwise would
have gone almost completely offshore... why the percentage of
immigrants on welfare is about the same as the general
population... why there's little, if any, displacement of native-
born workers by immigrants... how a remarkably high percentage of
children of immigrants are Spelling Bee champions, National Merit
Scholars, Westinghouse Science Contest winners and go on to
become successful professionals... how the influx of mostly young
immigrants helps bail out our Social Security and pension
systems, imperiled by the exploding number of elderly.
