That definition is plausible for the moment, but looking ahead, there may be some problems approaching faster than anyone expects. My home machine is "on MITnet" at the moment, by virtue of a SLIP line to an on-campus port that provides an address on net 18. But Continental Cablevision and PSI propose to provide a megabit Internet port on the back of my cable TV box, for a fee only a little more than the cost of a dedicated telephone line.
If this solution or one like it begins to spread, and come down in cost, then students with machines in their apartments coming in with a PSI/Continental IP address will somehow have to be dealt with.
