If you're looking for alternate models to suggest to vendors for
their license servers, you can consider the one used by Atris's
ClearCase product... there are a list of *users* who have priority for
a given product. If a user not on the list wants to use the product,
they can if there is a free license available, subject to being
preempted if a priority user comes along.
Then you could come up with a Moira-driven way of feeding the config
file to the license server based on the contents of one or more Moira
lists; the users in the class which are using, say, AutoCAD, for
course work have priority over others, regardless of whether they are
using an Athena workstation or a layered-athena workstation.
