I've now finished revising the design document to incorporate many of
the comments received at the public forum a couple of weeks ago. I
would like to get signoff on this design from the TRB, as required
by the Orange Process.
The document may be found in /mit/layer/doc/design.{tex,ps}. Please
look at the postscript version, as the figures are not present in the
ASCIIized version of the document.
