docs to move into CVS

I think the following documents should be moved into the CVS tree for
inclusion in the doc subdirectory of future releases. Comments?
o ~bjaspan/work/kdb.tex: functional and design specs for libkdb.a.
o ~krbdev/doc/specs/admin/lib/api-funcspec.tex: functional specs for
the KADM5 api.
o ~krbdev/doc/specs/admin/lib/api-server-design.tex: design specs for
the KADM5 api and server.
Of course, I think we should include both .tex and PostScript
versions, and some (minor) modifications will be necessary to the tex
files to make them work in a standard LaTeX installation (ie: not
using local style files).
