The test for libtcl7.5.so and processing of the --with-tcl flag
does not set the run-time (-R) path for the library, only the -L
path.
>How-To-Repeat:
Install tcl v7.5 in a non-standard location, e.g., /opt/tcl-7.5 .
Configure with --with-tcl=/opt/tcl-7.5 and build. The files
src/kadmin/testing/util/ovsec_kadm_clnt_tcl
src/kadmin/testing/util/ovsec_kadm_srv_tcl
will not be able to locate libtcl7.5.so
