	My krb5.conf was missing a "admin_server" line. kadmin would
startup complaining about an error in kdc.conf - on a client?!!

>How-To-Repeat:
	screw up your krb5.conf and start up kadmin...
>Fix:
The problem is that KADM5_MISSING_CONF_PARAMS is used in
lib/kadm5/clnt/client_init.c. What is needed is a new error code - which
is client specific which mentions krb5.conf.
