Problem compiling the beta release

This isn't a bug per. se., but a problem compiling the release. On a
Sun Sparcstation SunOS 4.1.1 using cc, when it gets to compiling
telnet, I get :
ld: Undefined symbol
_setkey
I created a trivial little program to test the existance of setkey,
and I get this error both on the sun, and on a decstation running
ultrix 3.?.
Is there a work-around?
