The last time we did DG/UX work (and that's Data General -- I saw
someone refer to Digital Unix for the Alpha as DG/UX the other day,
ouch) I believe it was specifically under the System V "universe", you
might double check that.
The utmp and stty settings are certainly symptoms of a problem like
that; the rcp-as-root problem could be related (if you clear the
setuid bit, rcp will still work, but *encrypted* rcp (rcp -x) will
fail.) rlogind/telnetd are the hardest parts of any V4 port.
