You've managed to avoid mentioning what platform you're trying to get
it to work on... if I remember right, you're on sparc sunos4, which
should "just work" as far as the code is concerned.
"rcmd protocol failure" can mean practically anything; it's the
message you get *before* that that matters, usually. Most problems at
this level are installation errors anyway.

You've forgotten "rsh hostname csh -i" :-) or at least not mentioned
if it works...
If you got tickets, then you did get a tcp connection to the other
side. It doesn't indicate if it was, say, dropped immediately (tcpdump
would tell you that, perhaps?) which would imply that the remote
inetd.conf is set up wrong (if you telnet to the klogin port, does it
hang for a while, or exit immediately? if the latter, fix inetd.conf...)
Is the srvtab in /etc/krb-srvtab (a documented difference between the
MIT and CNS releases)?
Do the version numbers in the srvtab match those in the database? Now
check again, do they really? :-) [it's *the* most common sysadmin
problem, in later versions we've actually changed ksrvutil to
optionally verify the kvno with the kdc...]
Remember that realm names (and everything else) are case sensitive...
