I misspoke, there is a proposal for how to do this in POP3 under
Last Call before consideration by the IESG as a Proposed Standard.
The proposal is draft-myers-pop3-auth-01.txt, available at any
internet-drafts repository. There is one known error in that
document, the authentication identity "pop3" should be "pop" in order
to match what was done for the KPOP protocol.
