   Can you provide agency name reference and license requirement needed
   for any such export of Kerberos or DES library.  Project Athena
   technical plan section E.2.1  page 5 applies. 

It is the exporter's responsibility to make sure all export regulations
are followed; try contacting the Department of Commerce, and explain
that you want to export software which contains cryptographic code.
They should be able to brief you on the necessary requirements to get an
export license.  Depending on the situation, the DoC may be able to
issue the license, or they may refer you to the Department of State.

Free advice: get a lawyer who's an expert in export licenses and the
attendent government red tape and bureaucracy.  You'll need one...
you're about to find out why the Software Publisher's Association
recently testified in Congress about the millions of dollars lost each
year because of the U.S. Export Regulations.
