I was once told about a conversation between someone in Academia and
a representative of the Federal Government (don't remember which
branch):
A: So how do I know if I'm breaking the law?
FG: You can't. Be very careful, and if we arrest you, you'll know
you did something wrong.
In other words, if you want to be sure you're not exporting
ITAR-controlled software, get out of the software export business.
Can you say "chilling effect"? I knew you could.
