Sorry for the problem. As a member of the IS Home Pages team, I recently revised how the IS Publication pages were organized, but I neglected to revise the links from the Reference page to the Pubs pages. This left a bunch of unusable links, which you ran across.
I have just now revised the Reference page so that, instead of the various pubs subtopic links, there is now a single pointer to the Pubs main page. You can get to the subtopics that used to be listed on the Reference page now by following the link to the Pubs main page, then choosing the "List of pubs by topic" link.
