On reflection, I know of no reason to believe that TULIP data might be
available somewhere for ftp.
The Ei technical plan has Ei pushing the files to the universities,
rather than the universities pulling them from Ei.
"Each University will provide Engineering Information with a host
access account into which Engineering Information will login using
FTP protocols and deposit all TULIP data."[under program control]
