palserv is being really hosed

palserv, the primary rvd server for the system packs m38-rtsys, is
being really slow.  Below is an example of how long a file read took
from the packs on jabberwock, one of the machines using palserv.

jabberwock# time cp /srvd/vmunix /dev/null
0.0u 0.5s 13:14 0% 3+5k 239+0io 0pf+0w
jabberwock# time cp /vmunix /dev/null
0.0u 0.3s 0:02 17% 3+5k 123+1io 0pf+0w

I have noticed tremendous performance degradation recently in the two
RT's in the ESG cluster, hostnames jabberwock and
frumious-bandersnatch, such that the workstations were just about
unusable.  Logging in takes an incredibly long time, and logging in
with the default dotfiles (including mwm) takes just about forever.
