Within an hour after the athena cell goes down, /afs will go away.
Even though the syspacks cell will be up, the workstations will not be
able to get to it. It would be possible to switch the workstations to
have syspacks as the primary cell, but this doesn't seem worth doing
to make them work one night (it would require manual editing of config
files before and after the outage).
