w20 laptop dock area not networked?

Prompted by a user who came in to the SIPB office having problems getting
his laptop connected to the network:
In the w20-575 laptop-docking area, there appear to be two UTP-jack boxes,
w20-575-D-1 and w20-575-D-2, on the left and right (respectively) under the
tables there.
D-1 seems to have UTP carrier but perhaps is on the wrong subnet (pinging
the advertised default router fails), and D-2 appears to not actually be
connected to the network.
I haven't used these drops myself, so I'm not sure what the normal state of
things is, but it appears that either I'm missing something important, or
there is something in need of repair here. :-)
