mqueue trouble

The workstation M66-080-18 will not send out any mail, it gives this error:
"queuename: Cannot create "qfSAA04365" in "/usr/spool/mqueue" (euid=1021): Permission denied
A reboot does not fix it. We've gotten a few questions about this the
past few weeks at OLC. We've checked the obvious (permissions, etc), but
couldn't fix the problem. Could someone re-install this system? That's
probably the best fix.
