continuing trouble with afs

I am still having trouble accessing x11r4. I keep getting the error:
afs: Lost contact with server 18.71.0.37
whenever I try to access the header files in /usr/include/X11. After
a few moments I get
afs: Server 18.71.0.37 back up
on the console window.
I am on a decstation 3100 running 6.4. I get the same trouble with
a decstation 3100 running 7.0. The machines are on the first floor of
e40 (18.86.1.82).
