        Reason:                 Change fuses to provide a second
                                reliable source of power to W91
        Effect:                 No electrical power to bldg. for
                                30 minutes, affecting elevators,
                                lighting, air supply ventilation,
                                air supply cooling (not chilled
                                water cooling), general and toilet
                                exhaust, and compressed air control.
