olaf-stapledon mouse failure

the up-down motion of this mouse seems to be sporatic
(it's one of the turn-wheel mice, not a mouse-ball mouse)... 
when the up-down turn-wheel is pushed in at all, (ie from the pressure of
pressing down a mouse-button), it doesn't register motion, and gets stuck in.
