This looks fine, except for:

Swapping machines involves taking news down for a noticeable length of
time even if everything goes well, and carries the risk of it being
down for several hours or more if there are problems. News is a very
high-load, high-visiblity service, with up to 120 people using it at a
time; many people notice when it's down even for short periods of
time.
We would very much prefer to simply exchange the machines permanently.
In addition to preventing an extra outage, it would avert the risk of
continuing failures with old-bed's hardware.
