Problems connecting my modem

Hi, guys. I'm having problems with the connection. I have an IBM compatible
PC connected to my telephone line at home. I have two softwares: Procomm and
 Pcplus (both are very similar) and I haven't been able to get the connection
with either one. I've done all the setup according to your instructions
(analog device setup, 258-7000 as the phone), etc., etc. and when I run
the program, it actually dials but that is as far as it will go; you
actually "hear" the sound of the line, but it acts as it does not get any
answer, and after a while it starts redialing again, i.e., I can't get through.I don't know what it can be because I believe the configuration is OK.
 The Procomm program asks you for a CMD file and I always leave that blank
 (I don't know what to
answer there). Am I missing something or could it be some sort of problems
with busy lines or what? I know this sounds like a very vague question but
maybe you could have any idea of what I'm doing wrong or if there is
something wrong with the system. Another question is, where can I get the
"Dial-Up access..." documents?
