floppy and serial troubles

The VAXstation 3100 in my office (35-213) has two problems:
(a) the 3.25" floppy drive does not seem to be able read or write
msdos disks any more ("sync error"). It used to work.
(b) the serial port does not run faster than 9600 bps. This is a
disaster when communicating with a 600dpi printer.
