If the chemical fume hoods on fifth floor are not affected, we won't have a safety issue at all.
Even if the fume hoods are affected, it is not a problem (as long as the experimentalists are warned), as long as there is some ventilation left on in each lab area.
I think in general if it is only a few fans at a time, each for a few hours, things should be fine. It is when everything goes off at once that we get completely stagnant air making it uncomfortable (and eventually unsafe) to work in the building.

For the most part these appear to be general room supply and exhaust fans and would not impact chemical fume hoods for the 5th floor Chemical Engineering spaces. With the staggered shutdown I would expect very little impact to ChemE spaces. I see that the text describing several fans for the lower floors reflects the terminology for the spaces prior to the recent renovations (eg fish room) this should be updated
