I thought the "what is considered a project question" ought to be answered
operationally by the page on "What do I put in the Projects
Database.......and Why?" at http://web.mit.edu/project-db/www/whatin.html

And I don't know what "it" is, but I believe the work "gets done" by teams
or individuals working with a specific project's charter (at least in the
project space). There must be more to your questions, but this is a start.
