Windows don't do PGP? Menus?

It has been complained that encryption programs are not user friendly
enough for the average computer user who is not a computer freak - that
is for the great majority of computer users. This limits heavy crypt
access for the masses & empowers the state. This brings me to think of
Windows.
I myself am expert with Dos, but my experience with Windows is limit-
ed to shelling out to get to Dos. It is my understanding, however, that
Windows has a GUI that is designed to lead amateurs though applications
with ease. In that case, my question is, has there already been written
a port of PGP to Windows? If so, then probably 30% of computer uses
could easily use PGP. If not - why not? There is a lot of hand wringing
going on about the masses not being able to use good crypt due to a
lack of user friendly programs.
It seems to me that a good Windows/C programmer could probably do the
work part time in a month or two. It would probably be kind of "druggy",
but what a contribution to crypt!
Menuing systems also come to mind. I know little about menu appli-
cations, but I think they are about making applications easy to use.
In which case, it would seem to be not a terribly difficult matter to
set up a menu system that would make PGP easy to use for the computer
challenged.
Anybody out there have anything of interest?
